Open Source
There are only two open source WAN or network emulation software products I'm aware of. Details on each follow, in my order of preference;
NIST Net
Last updated in 2006!

Drawbacks:
- Cannot be run on the PC the testing will take place from/on.
- Requires a PC with two network cards installed
- Requires a PC (aside from the PC the testing will take place from/on) to be connected to the network (not always an easy task in a corporate environment)
DummyNet

Drawbacks:
- Requires FreeBSD!
- Floppy Image! (You could try extracting the files and using FreeSBIE instead: http://www.freesbie.org/ instead)
- Cannot be run on the PC the testing will take place from/on.
- Requires a PC with two network cards installed
- Requires a PC (aside from the PC the testing will take place from/on) to be connected to the network (not always an easy task in a corporate environment)
Commercial
iTrinegy Network Emulator (INE)
iTrinegy Offer both software and hardware solutions for simple, low bandwidth networks to highly complex, multinetwork 10Gb loads, starting at around £3000 for the hardware;

HTTP Only
Neither open source or commercial as this is a service rather than software or hardware.
